If I remember right, (and thats a BIG if) it was the original location of the red switch palace. but instead of removing t from the overworld , nintendo just removed the path t it.
Well, did you know that there is a 5th switch palace in valley of bowser at the base of the left cliff? Its not accessible without some minor hacking to the overworld and the level next to it (VOB3).
