Well, to be fair, those people might have never been to a soccer game before, or have seen a supporters group.
It's not like Canada or the US has had a long history of the sport. Especially Canada.
Eventually, the casual fans and newbies will figure out not to sit behind the supporters.
Of course, had it happened in somewhere like DC, the people th rowing the towels would have been removed by the SC's and/or security.
