I believe on re-counts in Minnosota they endeavor to count all ballots they can & look to the intent of the voters.

It's also my understanding that some ballots still haven't been counted -- maybe absentee or provisional.

Most people in MN who know about the process believe Franken will win because the ballots where there were screw-ups or that remain uncounted would tend to favor Franken for a variety of reasons.

as is almost always the case, it was the damn third party candidate who, while appearing to make for a more democratic choice, ended up causing a pernicious result. if coleman wins it will be 2000 all over again, on a smaller scale, but perhaps historic consequences when you look at the Senate vote count.
