The reason (even though said in the video) is to cut down in dust, seeing how there's a lot of traffic still going on during all that construction.

Sorry, I didnt catch that part of the video. I just thought that the excavator was loading debris from a burnt building and they were adding water to make sure the fire was right out before they trucked it.
