I understand that people in Japan, especially Tokyo have small homes and apartments and that it is difficult to provide a large space for your bird. But still that cage is FAR to small and is really tantamount to torture.

True, as long as one is aware of the fact that those wing feathers will grow back over the course of some weeks ... so the process has to be repeated every so often. :-)
All parrots will bite if they are threatened. Get a sheet and quickly cover it, then put him/her in a cage. If it does bite you it might break the skin but it won't kill you and it will be free from predators.

I see this parrot every day, i dont know i put him some sunflower seeds that parrots eat, and he ate some, but my parents needed to paint the place and the took the seeds, when he saw that they were no seeds he made big noise and my dad looked at him , poor bird, he got really nervous taking his seeds from him.
I must call someone but who?? , i don't believe that he could make it at winter. The funny about this is that he follows some other birds and always find something to eat. lol
I want so much to buy a rossel, (australian medium size parrot). Australlian parrots are the best , and they can be tamed. I had once a cokatiel he liked to stroke him his neck and it was trained , but i lost it , if i was not nervous when he went out i'm sure i would catch him , i had trained it.
@axeman7000 You lost your bird to an osprey? I thought they only ate fish. I'm a half a block away from a lake that always has ospreys, so they do circle overhead. I have my bird out a lot, I even put her in the tree sometimes. What were the circumstances? Were you right there? I won't judge! I never let her alone. She's an LS2. How big a bird was yours. Mine seems big for an osprey meal.

In my nei/hood there is a parrot flying loose! Someone lost him (or freed him lol)
Help today i was face to face with this parrot but i was afraid to make any move to catch me because he may bite me.
Tell me what to do to get him.
Tomorrow i will get it seeds to eat , who know maybe he stays and can get him.
He is free many weeks about 1 month++ and he is not thin he's fat i don't know where he find food.
Anyway any help is appreciated.
