lower fps is terrible.

fps means frames per second.. as in pictures per second.. like how you make movies with clay models, you need to take loads of pictures, and move everything to make it look like movement of the scene.. same happens with games, so 2 pictures per second is terrible.. = laggy/jumpy

lol, im usually at 140fps around leveling, 60-70 in orgrimmar :P but on PTR im having around 200-300 fps and 120 in dalaran..
