I agree. However, there are still a few Steam-hauled train in India. Have you considered Darjeeling? Visit this place if you can. They still have operational steam locomotives.

A very affordable trip for you would be to Peru. I doubt if they still have steam. Otherwise, take a trip to Darjeeling and you can have a stem train ride; although I doubt if a visit to India would be as cheap as the one to Peru.

It's diesel since the route has been converted from Metre-Gauge to Broad-Gauge.
