The judge jury and the sentence for charges against them are settled by the internal investigations that always lead to, "procedures were followed", and no charges filed. Most cases will be civil, if any, rather than a criminal case. If you can determine someones guilt or innocence before a judge can, that would be useful when you are the ones investigating yourself. Police not being brought up on charges simply because their bosses said they did what they were supposed to.
