If you have already done the Tenpenny Tower quest, I don't think you can do this event. If not, maybe you need to be on the quest to be able to do that but i'm not sure about it.

When you enter Tenpenny's Tower, Go up the left stairs behind the reception desk. At the top of the stairs, head north to the doorway, climb the stairs and enter the Tenpenny Suites. Turn left and enter the door on the wall in front of you. Once inside, look directly to the right, there's a desk. The love letter should be on it, not inside. It will look like a paper and you can loot it.
