If they are PITing your left wheel you want to counter steer right and accelerate vice versa for your right wheel this will spin your car sideways rather than a spin as the cops want.

Well in this videos case, he did not need to use the e-brake as how the cruiser attempts the P.I.T manuever(i cant spell) the mustange already spins, however he may have used it a lil to spin it the rest of the way, he just put it into reverse, then turn a lil bit to the right or left right away swing the wheel around th opposite way and straighten out.
