And do the puppeteers initially voice the puppets?

@Somebodylost They have screens on the ground, that's why they're not looking up.

Not sure about the voices, though. In this case, I know that Alec Baldwin did the voice for his muppet, but when they were running the tape it in this video it did sound more like Big Bird to me than Jack, so the same thought crossed my mind too.

@Somebodylost they have moniters to see what theyre doing that are strapped to their chest.

@Somebodylost They need to look at a screen to make sure that their muppet isn't going off-camera and etc. The whole time they perform, they've got their arm sticking up in the air while their head is looking down at a T.V. screen.

And, yes. The puppeteers usually do the voice while filming. But for songs they pre-record the music and dance to it.

Incredible! I had no idea the muppeteers had to contort themselves like that on wheeled platforms to operate muppets! Also, the Liz Lemon muppet's head is as big as the real Liz Lemon's! ;-D
