Because they have made it continuous almost all the way, i know its bad practice, but in these surroundings overtaking is more or less tabu.
Its understandable, because lots of people don't even know how to overtake, but in my opinion it would be more sensible to learn those people how to (and when not...) than paint lines taking responsibility away.
