Actually, Presidents DO have a say. It's no coincedence that the USA's economy went downhill while Bush was president. Unfortunately, he made some poor choices in leading this country. Perhaps he let the outter influences guide his decisions more than he should have, but the President DOES have a say. But you're right, not as much as people may think.
