the reason why it isn't million is because his zanpaktou name says it all..

SEN means 'Thousand'

while HYAKUMAN means 'Million'

so if you were to say that his bankai is called "Vibrant Display of a million cherry blossoms", wouldn't his zanpaktou name be called 'Hyakumanbonzakura'?

he couldn't control all the millions of petals..

and the reason why he said millions is because..when senbonzakura kageyoshi scatters, it scatters into a near infinite number..

hence that is why Byakuya said millions because of the sheer number of petals there were.
