There are lots of world champions who fans still criticise and whose ability they question, particularly those who are seen to avoid the best fighters in their division (this isn't the case with Vic). When we say a sportsman is underrated, we refer to the fact that his skills and talent generally don't get the recognition they deserve. It's possible to be world champion, yet still be underrated.
