No, and it doesn't matter. Only someone who doesn't really know how to play guitar would say he's better. Muhammed writes better music I think, and he's obviously a very precise player. I'm sure it took a lot of time to put together the solos and songs in general. Malmsteen can solo like this with ease, without having to practice the same solo over and over to just get it exactly right every time. He's a wanker, his tone sucks, and his songs are boring, but I wouldn't say he's better or worse.
