Gary, in the SE portion of the Chicago area 25 miles from downtown, is Indiana's 7th largest city & 80% black. Indiana has a long history of racial hatred. Most IN residents still refer to blacks using the "N" word or as "coloreds". IN was the headquarters of the KKK after WW1 with over 750,000 known members, 1 out of every 4 Hoosiers including government "officials". Gary isn't mentioned in state news broadcasts. No renewal projects were ever slated for the city. This is bigotry at it's worst.

My French spouse asked me today where Indiana is. (I was born and raised in Ohio.) He asked me, what's there? I said, not much. In the '70s, hitchhiking was a bad idea there cuz the drivers would make a game of trying to run you down and kill you. I left the Rust Belt in '77 and left the country in '94. Very sad.
