On the ps3, if you hit square, there's a position setting that allows you to move the vinyls with the left stick. Hit the left and right buttons, and you can access other settings like scale, skew, rotation, color, and masking. Masking in negative shows the car's color. In positive, masking shows the vinyl that's underneath.

Yes it does , but once you have purchased certain upgrades / parts for the car you don't have to repurchase them for example if you decide to sell the car and buy it again later you will still have the parts available.
