Atually im pretty sure its either a latitude or a longitude. Its the number of the location.

No idea... There are some weird (supposedly?) non-sense messages around the bags, sometimes.

its the frequency the runners communicate on... there's also a hint in one of the elevators: "Is your radio transmitting weird messages?"
