You make a lot of good points, but I think if a girl makes eye contact with you and you find her glancing at you more than two times than I take it as an approach invitation. They should be the first ones to approach as it will be a bit easier since she actually wants you to come over and talk to her. Now this doesn't mean scan the room for girls looking at you because then you will just look creepy.
