Both are great when straight, but when on the stuff - oh my. Each of us has decisions to make and we must live with the consequences and the next generation as well must deal with our decisions. I live in Canada too. We live in a smaller northern town, where there are no jobs. The lowest rent is $500. My son is disabled and he barely has enough to pay rent or electric. It's not possible to survive , without help. Those who don't, go hungry. As for employment insurance, the highest it pays is less than half your" normal" wage. There is plenty of poor people and homeless people in Canada too.

I lived on the streets for over 1 yr in my van for 5 mths and then I had to live in my car because my van's tag expired and I had to store it(I have videos here on YT). It was a situation I was in alone. When I got into a relationship I subleted apts... 1-3 months at a time. I stepped up because I had to and it was my role in the relationship. I had 2 jobs and worked 7 days a week sometime. Homelessness does not make you unemployed or unable to work. There are Job corps he could have joined. SAD

Here in Canada, we have welfare for the under privieleged :D. That will give you about $540 a month from the government. If your unemployed, we also have Employment Insurance, which will entitle you with Pay while your not working looking for a job. The most Advantageous is Health Care! Thank God. Glad to be Canadian.
