I don't know about Elephants, but some parrot poachers in the Amazon use that to catch birds. They tie a parrot to a pole and hurt it until it calls out for help, and then they catch the birds that come to help it. It's a discussing practice, and that's one of the reasons it's so hard to import birds (at least in the U.S. although I'm sure Canada has some of the same rules). The other reason is because of potential disease spreading from foreign birds to our domestic ones.
