1. The army doesn't control nukes, they never did.

2. Why would they nuke the city? Because possibly some kids got high and claimed they saw zombies? They wouldn't just nuke it for no reason. A nuke is the last option. They wouldn't even contact the authorities OR the army without some actual proof.

3. Why would they ditch the camera? They would probably just keep it, if they survive to tell about it..
