Because the military goverment was crazy!!! Not only music but also lots of movies as well. The silly censorships were lifted i guess early 90s. Since then, many good Korean music and movies have been made.

Even in 70's Korea produced color TV sets and exported them. But the Korean government prohibited making color broadcast because the government believed that Koreans would spend their money to buy such things they saw in the commercials or shows, not saving.
