@paulinotou I doubt that, if there was marshal who knows what'll happen. There are more gang members than law enforcement combined, if they all waged war at once, everyone would be dying. Plus marshal law would only create Right-wing and fundamentalist Insurgents, you'd have another Civil War break our or just outright murder and mayhem. that's why they don't enact Marshal law, the price is too steep and there wouldn't be any winners.
