Cobra Commander's dialogue is positively poetic. "That runaway pile of putrid protoplasm is your problem, not mine." "While you're pursuing your creature, you should ponder the insanity of your entire scheme." The way he subtly bemuses everyone with his con man sweet talk is pretty breathtaking too. How could you not root for this guy to hold onto his rightfully earned iron grip on Cobra? That tracking shot of the Crimson Guards getting whacked down the staircase by the blob is pretty epic too.
