Consumption wasn't specifically banned. Sale, Manufacture, Distribution, Possession and Furnishing of alcohol...as well as importing and exporting it, were the things that were banned. Homemade wine and beer was allowed but it couldn't be intoxicating (Anything with more than 0.5% was intoxicating).
