I have a peculiar sense of pride, knowing that this was accomplished in the city I live in.
I know what a flanger sounds like and that ain't it. It is some weird modulation that is probably not a stomp box. Might be an Eventide (you know, the $2000 box most people can't afford).
I'm pretty sure digital delays weren't even a thought back when Queen was doing this stuff. My guess would have been something like a Roland RE-301 tape echo. I used one back in the 70'-80's and you could speed the tape in the machine to get sounds almost identical to what you're hearing. These machines are so rare that when I sold mine in 06' I got six times what I paid for it in 78'.
There's a great chance you're correct as I agree that Brian May was for more than just an outstanding guitarist. If you're a Queen fan, as I am, check out "Classic Albums - A Night at the Opera" DVD. The answer might be found in the bonus material. (the entire episode, originally made for TV, has been posted on YouTube in 5 parts w/o the bonus stuff.) There's a wealth of this kind of information there.
@KanzlerM I was there. And as documented Brian uses banks of delays. On "White Man" he stopped playing and the music went on for 30 secs. He had played over himself for like a minute layering the sound and there wasn't one stumble. You can imagine what would happen if you screwed up with this kind of setup. Remember this was 77 there was not near as much tech , hell synths were still new.
@JetBlue42 There were analog delays then used by quite a few acts. They were available to the public in pedals. The only thing I didn't get then. Wish I had but I have my Tubes Screamer from then. Actually I do have one in a multi pedal Ibanez PUE 5. I use it for Stevie NIcks "Seventeen". So much gear so little time.

The effect is being produced by the Eventide Harmoniser, a guitar/vocal processor. It's the same effect used on 'Get Down Make Love'

Brian May was supposedly quite an electronics wizard - it wouldn't surprise me at all if he built a delay from a tape recorder.
All it would take is a continuous loop and the ability to adjust the speed.

Yeah - in about 1985 you could buy a Digital Delay that would echo infinitely...
things happened fast after the late 1970's. These guys were pioneers.
