Decentralization can allow different areas of Russia to develop easier by allowing them greater control over their own development but it will also weaken the central government of Russia as well. Traditionally Russia always required a strong central government in order to maintain control over the country - giving too much control over to different regions of Russia might end up wth them seeking more than just greater autonomy and they will have greater power to do what they want.

About 400 rebels have fled Tripoli to the east. Based on my observations I expect, that there are about 1000 rebels in Misurata and her environment. A lot of rocket launchers they will have; tanks will have to go ahead in the assault, in order to avoid damage among the infantry by a strong perimeter.
