We are not talking about a device that he is inventing, but a device he supposedly built over 60 years ago. He supposedly flew a saucer over several years and even lost ones into space. So the ring which would go around the magnets you place, prevent the magnets from moving away from the central cylinder you place them against. That outer ring prevents the interaction that interrupts your placement of more magnets. Which is why the original suggests placing disk magnets, stacking them one atop the other, to create a cylinder magnet.

I think you nailed it in you're video--that you need a stronger magnetic core. If I understand Searl correctly, he used the laminate core in his design to make a very strong magnetic field with a predictable wave-function. The magnetic stack you have for your core can't produce that predictable and constant wave-form.

No, if you put them the wrong way round they attract the other rollers. What happens here is because the repelling forces between the rollers are stronger than the attracting force of the core. Once detached from the core, the distance between the rollers increases and they are able to flip, once flipped the forces on a roller are reversed repelling it from the core and attracting it to its neighbours.
