what elo do you figure to be not be elo hell? i've seen a sporadic increase in terrible obnoxious players in 1500 for example, but generally better-skilled people in 1300. bad players are everywhere, if you watch 2.2k elo streams you'll see the occasional retard also shows himself there.

1st off brand wasn't a troll, shyvana was bad at smiting and let brands dot steal it.

1300 elo isn't elo hell anymore... Its certainly not fantastic, but players tend to cs, pick ok champs and not feed.
