Poppy seeds come from plants as well, you can eat them or you can create horrible nasty drugs from them... Same with Ergot from wheat. (Makes LSD) but I think Bills point is based on his theory of natural drugs being an "accelerator pad for our evolution." or "to make marijuana against the law is like saying 'god made a mistake'."
