What's even more interesting, is that the song is playing louder than Dan Chandler's voiceover when the local radar comes on, which makes sound so awesome...
I didn't know the 4000 even had narration, ours never did. But I love this music, as well as a lot of the other music TWC used to play back in the 90s
During this era, the narration was built into the national audio feed. It was audible during the satellite local forecast feed. The weatherstar 4000 had (and has) no narration capabilities as such.
This is to where you both go wrong. I might not be a classic TWC expert, but I did study to learn that the music you heard on the 4000 back in this era was atually cued by the STAR itself, therefore, it cued Dan Chandler's Narration. :)

They didn't play "I Saw Three Ships" by David Arkenstone as much that Christmas on TWC, it seems to me, even though it was on the playlist that year.
