Nothing like learning a little bit of C/C++, DX/Open GL, 3d modeling (optional) and do it by yourself (2D or 3D).

No program, very likely C++ and OpenGL. Maybe a graphic engine (dunno which), and i have no idea wether they made all the networking stuff themselves or used an already existing engine. But i can guarentee you, that you don't create stuff like GW with "drag and drop tile X to position Y"
