The biggest problems are all the red tape that prevent new businesses and industry from coming in, and the fact that a lot of rich old men too cheap to take care of their buildings own half of the major downtown buildings and let them go. For example, did you know the 40 and 8 Club building was one of the nicest at one time? And many of the people continue to keep these people in power because they bring in new shopping centers, and then wonder why Altoona looks like Flint, Michigan.
I can almost guarantee if the problems that I mentioned (and others I didn't) were fixed, you'd actually like Altoona. Unfortunately, I don't see that happening anytime soon, and even worse, most cities in America have all the problems of Altoona more or less.
