@eipirani the mantra means " I bow to mother Kali"& " Mother you are the embodiment of power " but I dont think one should recite this particular mantra s it contains several beej mantras as well . Beej Mantra should be iniciated by a guru or someone who knows which beej will help the devotee in his/her spiritual upliftment.
