@BollForte94 You can use it whenever you want to, but Wang Liqin doesn't use it against backspin balls from what I have seen. Ma Lin does, although his technique is clearly different and maybe it wouldn't be called a pad step. So to answer your question directly I would say no, the pad step is not very commonly used against backspin.
@Compantino if you watch a game between wang liqin and joo se hyuk e.g., you can see that the pad step is used frequently. speaking about the tactics wang liqin has against a defensive chopper, he does not use the pad step all the time and varies the speed of his shots. also you can have a look at ma long - joo se hyuk.

The main difference between these techniques are the focus point in which you place and turn your upper body. Wang Liqin has probably the best technique, just as Liu Guoliang said in 2006, meaning he doesn't vary the technique in his shots, on the speed of wrist and upper body movement.

Magnificent use of the "pad step (墊步)". Two in a row to turn the body side way around the backhand corner and loopkill a slow loop crosscourt.
