Glass will deflect bullet trajectories (although that's more of a problem for snipers). In this case, they probably don't want glass shrapnel hitting them in the face.

So many people think SWAT is a separate dept. SWAT is a unit in many dept.'s including the F.B.I. What you saw here was F.B.I. field agents and agents on HRT(hostage rescue team) which is a part of the F.B.I., not a whole different bureau.
