Jon Voight is an actor. The song is from the movie "Midnight Cowboy" (1969), which is a Jon Voight movie.

Earlier in the episode, he's singing "Everybody is talking at me, can't hear a word they're saying. Just driving around in Jon Voight's car."

This is also why Jerry wearing Cowboy boots. It's a reference to that movie.
