1000FPS takes a gun into firearm territory. Put it this way, an M1911 .45 fires bullets at 825FPS...

Nobody would ever be allowed to use a 1000FPS gun in an Airsoft game as it would punch holes through people.

At this site, bolt action rifles are allowed up to about 450FPS, and as such have a minimum engagement distance applied to them.
