you can only do it in the PC version by putting any DRM free music in dokuments/rockstar games/GTAIV/user music then in the game do a complete scan under audio options I think, then just change to independence FM, complete with a radio host and commercials ;) (if you chose radio mode that is)

i have another question... when you have a mod do u buy it and download it or you just do it. and can you use a pc controller that looks like any game controller for this?

,ods a re alway free basically, you download them or make them if you know hoe to do it... and yes you can use many different controllers. for example an xbox 360 one (the ones with usb cable you just plug in, with the wireless controllers you need a special adapter)
