its just that the tiles for the kuribos shoe arent present in that level and are being used for something else while the levels that are ment for the shoe have the right tiles for the shoe so it appears normaly. im sure if you went into the game with a tile editor and put the shoe tiles in the correct space it would look properly

It is the Kuribo Shoe.

The reason why it looks glitched is because the sprites are directly dependent on each other in this game. The case is the same for Metroid Fusion (hence the Cheeto Beam)

when goombas are only on screen, the "unused powerup" may become a regular goomba's shoe

It's not an unused power-up, just a gliched Kuribo's shoe. If I remember right it only appears unglitched when used in levels with a certain element, but I can't remember what that element is. It might be levels that have spinies perhaps? Maybe you can test it and find out. You could try Kuribo's shoe in every level and right down the ones where it appears normal, then you can try to find the common element in all those levels.

I think the element is a slice of code. But a Kuribo (Goomba in japanesse) MUST be the element if it is not a code element.

@smbhacker32 how did u got this item? i did this before on a real nes or better said on the snes allstar edition to get a kuribo shoe i just pressed some random buttons and then bam! i had a kuribo shoe in the final battle against bowser!

@smbhacker32 i know the elements to make kuribo (goomba) shoe work with correct graphics,only worls on levels with spinys or a goomba shoe in a level,even with the two things

@JMFSpike Ony any level that contains spiny's (spiked beetle type creatures thrown by lakitus), the Kuribo's Shoe will display properly. That is the slice of code, if you will that is connected to it.

@JMFSpike The debug code KKKZSPIU is the best code in the game, and makes a lot of others irrelevant. If you aren't aware of all it can do:

Select cycles through all the powerups, Hold B and select to toggle Kuribo's Shoe

Infinite time (which CAN backfire, if you get yourself stuck)

World select (arrow at left on title screen)

Press A at title screen for 5 free guys. Can be done up to 99

complete inventory, with 28 P-Wings

Use YPXXLVGE in conjunction. MARIO (not Luigi) can reuse items

@VNVNation2006 Yeah, I know about that code. It's extremely useful, but there are other codes that allow you to do some other things that KKKZSPIU can't.
