It's Street Fighter III Third Strike - Fight for the Future. You can play it on a MAME emulator OR by buying Street Fighter Anniversary Collection on PS2 or Xbox (not 360), which contains SFIII and Hyper SFII. There is also a Dreamcast version (of SFIII).

I personally prefer SFIII to SFIV (and heck, even SFII to SFIV) but not everyone thinks like me!

ST is better than either imo, but 4 has more traditional gameplay than 3. A lot of old school players never liked parries. FADCs are similar for fireball negation but can't be spammed every 2 seconds, so they seem to fit better. at least imo
