@BlancType She's not recommending throwing things out. She's recommending buying things cheaply if you know they're going to go out of style soon. That way, when they go out of style and you do throw them out, you won't be out that much money. That's why places like Forever 21 are so popular. The clothes may be low quality, but they are cheap and if you know you're only going to wear it for a couple seasons, that's your best choice.

btw I don't know what the poster meant by 'high fashion,' but in the fashion world I would not consider these clothing 'high fashion' ..they're  pretty much causal/trendy wear. Maybe inspired by high fashion, but definitely not high fashion.
