While this is mostly for show, North Korea isn't a desolate country filled with emaciated, starving people as most envision it.

It isn't very rich though. While poorer than most countries, because the government distributes rations, everyone is equally poor.

This means that everyone can be fed enough to live and not starve, and the country could still have a very small GDP.

The country does walk a fine line between fed and starving. Many, many people starved during famines in recent times.
