I don't know why this version does (presumably either the coder couldn't figure out how to put it in, or just wanted a more abusive feel for Light :-p)... although for what it's worth there is, evidently, another version that DOES use the 40 second rule (and has other moves to make up for this, including calling on other Death Note characters for support ^_^).

No. One of the rules is that you can't use the death note to make someone directly affect another specific person. If he wrote that, [x] and light would both die of a heart attack 40 seconds later. (If you recall, that was re reason Rem gave for why Misa couldn't just write Light Yagami falls in love with Misa Amane.)
