Well, actually, Rapture was opened November, 1946. So it was built in the 1940's and has obviously 1940's architecture. You're confused because the game action begins in 1960.

well if you watch real close you'll see that rapture in the game context was founded in 1942, but when you play it's the year 1960.

The whole cohen distraction from the main plot of the game is great - it's a superb surreal tangent - with some incredible eerie moments ;)
