He clearly was trying not to kill civilians and tried to rattle their nerves by "missing" targets. Had he known the CIA had infiltrated the oil field cities years earlier, he might've acted quicker. I am impressed how indoctrinated these "rebels" were that they attacked themselves to countervail the cease fire.
