yes you can withtout cheat, just find one parked in the street.

i assume, i have not finished it yet, not even unlocked the whole city, but then if you enter group mode via the mobile phone, you can go everywhere

Yes, go to your mobile phone menu, select multiplayer, then group mode, you'll start near some hangar on the map, on top of this hanger there are two helicopters (you can climb there using the ladders) then you can go anywhere you want.

Man I hate that I forgot this... There's a highway that's blocked off, once you hit he end there's a ramp, and you can recreate the jump from Speed!
