This clip was likely preparation for the 1984 film, "Give My Regards to Broad Street". And Paul is talking to George Martin here, not George Harrison.

It hasn't been 'destroyed', it's just cracked due to old age. It's similar to a voice breaking, but during old age. Granted Paul's smoking and drug habits have caused it to happen a little earlier than it should of.

For those who don't know, the South Bank show is a show looking at different art and artists. This was way after the Beatles, and after John's death. The South Bank show had an episode about the making of Sgt. Pepper in the early 90's, with George, George Martin, Ringo and Paul. It is now on Youtube. R.I.P Gerorge + John.
What is great to see, is that he wrote the french horn part. I had thought that that was possibly George Martin, but you can tell that Paul had the whole arrangement and production in his head, right from the start.
